Although I have visited the regions you mention in your comment, I have only participated in the shooting sports in Ile de France.  Here is a link to the ball-trap federation and a list of clubs in the various regions of France.

You would probably want to look at the following departemtents: 14, 22, 27, 29, 35, 50, 56, 61, and 76.

I am not aware that they shoot English Sporting Clays anywhere in France.  They shoot what we in the US refer to as FITASC, but in France it is called parcours de chasse.  They LOVE hard targets!!
